Biography

Chief of Staff, Medical Affairs, DHA

Dr. Manning grew up on many Army bases as the daughter of an Army JAG officer. She received her undergraduate degree in Psychology from Virginia Commonwealth University and her medical degree from the Medical College of Virginia, Virginia Commonwealth University in Richmond, Virginia.

Following residency in Family Medicine at Naval Hospital (NH) Pensacola, Florida, where she served as Chief Resident during her final year, she was assigned as faculty in the recently opened Family Medicine residency training program at NH Camp Lejeune, North Carolina. She was selected for fellowship training in Faculty Development at Madigan Army Medical Center, in Tacoma, Washington in 2006. Dr. Manning received her Master of Business Administration with a Healthcare Emphasis from Pacific Lutheran University in 2008, while serving as teaching faculty in the Family Medicine residencies at NH Bremerton and Madigan AMC.

In 2008, she transferred to NH Pensacola, Florida, where she deployed in support of Operation Enduring Freedom. When she returned in 2009, she served as Assistant Program Director of the Residency Program, then as Family Medicine Department Head. During her tenure, she led the implementation of the first Medical Home Port (Navy’s version of a Patient Centered Medical Home) in a Navy Family Medicine Residency Program, achieving the highest recognition possible from the National Committee for Quality Assurance. In 2011, Dr. Manning was selected as the Associate Director for Healthcare Business at NH Pensacola.

In 2012, she was selected for the position of Director, Medical Home Port (MHP), Bureau of Medicine and Surgery (BUMED), where she led the continued implementation and sustainment of 120 MHPs across Navy Medicine, in addition to the roll out of 28 Marine and Fleet Centered Medical Homes. In 2014, she co-authored the access portion of the Secretary of Defense’s Review of Access, Quality and Safety. In 2015, she was hand-selected as Assistant Deputy Director, Healthcare Operations, BUMED, the largest code, where she oversaw seven diverse directorates, involving more than 400 personnel and executing over $300 million in programs. In 2016, she was selected as the Director of Clinical Programs at Headquarters Marine Corps, Health Services, where she oversaw clinical programs delivered in the Marine Corps. In 2019, she was hand-selected as the Executive Assistant (Chief of Staff) to the Navy Deputy Surgeon General, overseeing Navy Medicine’s COVID Crisis Team, including deployment of over 4,000 personnel in support of civil authorities and execution of over 3M COVID vaccines. She retired from the Navy in 2022 and is currently serving in the Defense Health Agency as the Chief of Staff for the Deputy Assistant Director for Medical Affairs/Chief Medical Officer, supporting clinical quality management and standardization of clinical care across the Military Treatment Facilities.

Additionally, Dr. Manning served as Navy Director, Past President and past AAFP Delegate of the Uniformed Services Academy of Family Physicians (USAFP) and Chair of the AAFP Commission on Finance and Insurance. She currently serves as the USAFP Foundation’s Secretary/Treasurer. She has authored several papers and is a regularly invited speaker at both the local and national levels.
